Renting (Victoria, Consumer Affairs Victoria)

Significant changes to Victorian rental laws have started to come into effect, and Consumer Affairs Victoria publishes what has changed and when. The Renters Guide explains the rules and a renter's rights at every stage of renting in Victoria, from applying for a property to moving out.

By stage:

• Starting and changing rental agreements: the different agreements (leases), how to apply for or

renew one, moving in and out, and the guides and resources that go with that.

• Rent, bond, bills and condition reports: rent and bond payments, rent increases, a rent calculator,

paying for utilities, and condition reports.

• Repairs, alterations, safety and pets: minimum standards for rentals, pets in rentals, urgent and

non-urgent repairs, renters changing the property, keeping it safe.

• Moving out, giving notice and evictions: how to give notice, breaking a rental agreement, renters

abandoning the property, evictions and possession orders.

• Entry and inspection: when a rental provider, rooming house operator, park owner or operator can

enter a property, room, site or caravan.

• Legal and dispute support: resolving renting disputes, what happens when either side breaks the law,

penalties, unlawful discrimination in renting, renter databases and the rental provider register.

• Family violence when renting: how to change or end a rental agreement, change locks, install security

devices, and what excluded renters can and cannot do.

Minimum energy efficiency standards for residential rental properties come into effect in phases from 1 March 2027.
